Did FIFA make an unfair move on Rivaldo? Is Maradona favored by FIFA?

I can't understand why Rivaldo can't play again for Brazil national team only because he faked that he got hit in the face when it was the body and Maradona scored with his hand and they called "La Mano de Oro" and even gets idolize for it so why did the fifa make it a big deal on Rivaldo but let Maradona slide? Is this unfair or what? Please give me your best knowledge Rivaldo is one of my favorite players and wish he can be back with brazil one day..
