If the results of the presidential election are tampered with by individuals unconnected to the candidates?

If the loser is declared the winner, and the tampering was only found out after the wrongly elected president was inaugurated, what action, if any, would Congress take? Impeachment certainly wouldn't be applicable as the falsely elected president is not guilty of any wrongdoings himself.
