Help finding a Verizon replacement phone without a contract?

I recently had my phone stolen and need to buy a new one. Verizon is my carrier and I'm not eligible for a phone from them without having to buy a super lame one for at least 170 dollars, the full retail price. I want to buy one online, but I can't get the ESN, MEDI, or HEX number without paying for it to check if I can activate it or not. So I am now trying to get a 'whitelisted' phone, a phone that is made to be used by Verizon (without a contract, I already have one), and I need it to be inexpensive. Where can I find some? Also, I found the ebay store Bid Allies but they seem too good to be true, are they?
