A good free encoder?

I have a T-Mobile wing that I want to watch movies on. I want to conform the video to fit in my screen and display fullscreen and cut out the excess space. by that, i mean for the video to be rotated 90 degrees counterclockwise and to be exactly 240x320(before rotation). any avisynth coders, you can respond with code, and i will try it.
